Special Education and Supports in Preschool
The Early Childhood Special Education Program provides individualized, developmentally appropriate support for preschool-aged children who have been identified with developmental delays or disabilities. Eligibility is determined through a comprehensive evaluation conducted by the school’s Child Study Team (CST), in collaboration with families. A child may qualify if delays are present in areas such as communication, motor skills, cognition, social-emotional development, or adaptive behavior, as defined by New Jersey special education regulations. If eligible, the CST works with parents to develop an Individualized Education Program (IEP) that outlines specific goals and services. The program promotes learning through inclusive, play-based experiences that help every child thrive in the least restrictive environment.
The Child Study Team is a multidisciplinary group of certified professionals—typically including a school psychologist, learning disabilities teacher-consultant (LDTC), school social worker, and speech/language specialist—who evaluate and support students suspected of having educational disabilities. The CST collaborates with families and school staff to assess students’ needs, develop Individualized Education Programs (IEPs), and recommend specialized instruction or related services. Their goal is to ensure each student receives the support necessary to succeed academically, socially, and emotionally in the least restrictive environment.

Developmental Concerns and Referrals
If you have concerns about your child’s development or suspect your child may have a developmental delay or disability, you have the right to request an evaluation through the Child Study Team at anytime. This request should include your child’s name, date of birth, and a brief description of your concerns.
Parents/Guardians are encouraged to begin the identification process by submitting a written request to meet with the Preschool Intervention and Referral Service (PIRS) Team.
Once either request is received, a meeting will be scheduled to discuss your child’s needs and determine whether evaluations are warranted.
